The earliest application of six ancient towns in the south of the Yangtze River for World Heritage can be traced back to 1982. Professor college of architecture and urban planning and Ruan Yisan, director of the National Research Center for the Protection of Historical and Cultural Cities, led teachers and students to inspect six ancient towns in the south of the Yangtze River and put forward protection suggestions. In 1998, at the suggestion of Ming Jiayang, director of the Asia-Pacific region of the United Nations Heritage Center, Zhouzhuang, Tongli and Luzhi in Jiangsu and Wuzhen, Nanxun and Xitang in Zhejiang jointly declared the world cultural heritage in the name of the ancient water town in the south of the Yangtze River. In April, 2001, six ancient water towns in the south of the Yangtze River were listed in the World Heritage Reserve List. At the same time, a set of six special stamps of "Ancient Water Towns in the South of the Yangtze River" was held in Wuzhen, Zhejiang Province, which were rich in ink and light in color and unique in originality. Together, they were just a joint lineup. In October, APEC held a half-day meeting in Zhouzhuang, Jiangsu Province, and let the whole world see the customs of the ancient water towns in the south of the Yangtze River. In November, Jiangsu and Zhejiang provinces formally submitted the application text to the Ministry of Construction.
